April, 1938 about League of Nations telegrams despatched

from Hong Kong, I enclose copy of a letter from Mr.

Smets of the League of Nations Secretariat, in which he

asks whether, so long as the base is maintained at

Hanoi, telegrams forwarded from there to Hong Kong can

continue to be sent from Hong Kong at privileged

government rates.

We should be grateful if you would do whatever

you can to arrange for Mr. Smets' request to be met. The

League are, as you may know, in the throes of an economy

campaign, and their antiepidemic work in China is one we

want to facilitate in every possible way.
